Guest Speaker: Jacquie Kondrot

- Title IX Coordinator

- Responsible to ensure that we have a policy on Title XI

- Oversee about discriminatory harassment

- In Mid-80s, developed a Sexual Harassment Policy

- In 90s, were combined

- About three years ago, they were separated again

- This year, we've decided to recombine them

- Currently, the Compass has separated policies

- This is a revised, combined policy

- Will be used next semester

- About Title IX: Educational Amendment of 1992

    - Protects people on the basis of sex

- No person in the US shall, on the basis of sex, be denied the benefits of an educational program or an activity receiving federal financial support

    - More recently, focuses on sexual violence and sexual assault

- This policy was written by our college attorney

- Title IX is overseen by the US office of Education

- Some changes:

    - Recombined the separate policies

    - Done some routine editing to keep the Resources section up to date

    - It's more clear where and how to report incidents

    - Tried to incorporate what the law is requiring

    - Some definitions:

        - Discriminatory Harassment

        - Sexual Harassment

        - Sexual Violence

        - Domestic Violence (Partner Violence)

        - Stalking

        - Consent, see page 3

        - Most of these definitions are taken from the government definitions

    - The Consent definition is an important inclusion

    - Other huge change to policy: Coordinators

    - Two deputy coordinators

- Associate Provost for Diversity and Development will be added as a coordinator, once that person is on campus

- The role of the Title IX Coordinator is very clearly spelled out

- A person who is responsible to oversee the process and ensure due process

- Central log of incidents

- Previously, they were kept separately, but now they will be kept all together with the Title XI coordinator

- Keep track of patterns or

- Retaliation is prohibited

- Contacting law enforcement is always an option

- Law enforcement is a separate process; this is an educational process, and that is legal

- Jacquie uses the term "private", meaning not necessarily confidential

- Confidential Resources: Counseling, Winslow, ER, Women's Services

- Cannot promise confidentiality in the college services

- If we have to do an investigation, we have to talk to that person and gauge the impact on the campus community

Was the purpose of combining the two to make you more of a central figure?

 

Jacquie Kondrot

The college attorney recommended the recombination for effeciency; in the only form, there was a lot of redundancy. Secondly, because the Title IX is so standard, our college attorney believed it would be beneficial to handle all incdients in a similar way

What role would you like to see bystander training play on this campus? What could we do to make that happen?

 

Jacquie Kondrot

Let me first compliment you on the Diversity Initiative. Bystander Training is a huge piece of this; we do plan to continue it next year, and we hope that as many people in the community that can be trained will be trained.

Do you see it being required in the future for any group of students?

I would love to do that, but I don't know how

Has the college been taking any data as to the number of assaults on campus or activities involving these kinds of sexual misconduct; in recent years, has Bystander Training made a difference?

 

Jacquie Kondrot

If you've been to the bystander training, we do some general facts about sexual violence; inserted a slide on Allegheny Data on sexual violence. We get an average of 10 reports per year, of varying degrees. This year, so far in the Fall 2013, we've had 6 reports of sexual assault; of those, 3 have already been through the conduct process. People are bringing forth complaints. I don't know if it's a result of bystander training.

 

Alexis Nielson

In the Definitions section, what is the purpose of separating the definitions? Sexual Violence and Dating Violence could be the same, why is there a difference?

 

Jacquie Kondrot

Those are government definitions that were suggested.

So there's no way that that necessarily operates through your process?

 

Jacquie Kondrot

We consider these definitions if there is a violation of the policy.

Attorney General Announcement

    3. Autumn Vogel is our Presidential and Vice Presidential Appointment

    4. All of the applicants were really well qualified and passionate about jumping in

    5. Autumn had some great ideas about where to go with the Rules Committee next semester

    6. The Commitment will be a big part of the functioning of Rules Committee, and Autumn already has a great working knowledge of this

      2. I've gotten to be more of an active constituent

      3. Very excited to take this opportunity

      4. Aurora is giving me a lot of great ideas of things to continue doing

    8. Autumn had the great idea of assignment members of the Rules Committee to certain clubs, so I'm going to hold that to her and the Rules Committee

      1. So that was actually Aurora's idea, but I loved it!

What would be the goal of sending members of the Rules Committee to clubs? If we see something wrong, are we going to report it? Formal? Informal?

I would really like to talk to the whole Rules Committee about it; I would not like to see it as a BIg Brother thing, but rather as making us accessable and a maker of connections.

That idea was just that we're going to make all of the constitutions digital, so we have a lot more power with flexibility

We looked at what people want to do. We felt that she was someone she could work with.

It's a lot about enthusiasm, and also a motive. Autumn really wanted to change how clubs view ASG, and that's been our goal from the beginning.

Academic Standards and Awards Committee Report

  1. We look at the different things about the college dealing with Finals, Student Approval Changes, Add/Drop period changes

    1. Looking for a general vote from ASG about what the general opinion is

    2. Options

      1. Add/Drop Period stays the same

      2. First-semester student only

        1. 10 weeks to drop

      3. Add/Drop period changes to 2 weeks, withdraw period is 10 weeks, withdraw without professor permission

    3. The goal of this is to help first-year students who are not used to first-year students who are not used to college courses

    4. That final option for the two-week drop period is to give students
